Samuel J. Deal is the organizer and Senior Managing Director of REP. He is principal liaison to our corporate and banking partners. A professional banker for over 35 years, Mr. Deal has extensive executive level experience in private sector community development lending. Mr. Deal has held senior and executive positions with several major banks, including a predecessor bank to Bank of America and with the Harbor Bank of Maryland, the 11th largest federally insured African American owned financial institution in the country.
His accession through the executive ranks of Harbor Bank included Senior Vice President and Chief Operating Officer of the bank’s Community Development Corporation. He presently serves in a consulting capacity to the Bank’s NMTC initiatives. His leadership has helped the Baltimore headquartered bank to originate and manage a $141 million NMTC loan portfolio.
Mr. Deal has a strong working knowledge of asset monitoring, portfolio administration and regulatory compliance. He has provided management support as the coordinator of internal and external audits, bank exams, portfolio monitoring and reporting and the development of policies and procedures in connection with regulatory compliance matters.
Mr. Deal is a magna cum laude graduate of Morgan State University where he majored in Economics, and University of Baltimore School of Law. He is an adjunct member of the faculty of the Earl Graves School of Business at Morgan State University where he teaches undergraduate and graduate level courses in banking and finance.
